OF MARKINGTON WITH WALLERTHWAITE
PARISH COUNCIL

Draft Minutes of the Meeting held on October 31st 2011

Markington Institute. 

Present

Cllr (Chair) Mr Robin Dennis, Cllr Mrs C Sutterby,

Cllr Mr R Houseman, Cllr Mr N Atkinson.

Also in attendance Several Members of the Public and Representatives of Parish Organisations.

Cllr Dennis (Chair) welcomed everybody to the meeting.

PLANNING.

7.1 Plans to Consider.

These were returned with no objections

(b)  The Mistal Poplar Farm                    6.52.57.1 FUL  11/04318/FUL

After far ranging and detailed examination of the applicants submission Councillors decided that any decision would be deferred until a site meeting could be convened and all circumstance and opinion had been examined.  The consensus was that considerable thought must be given to the possible impact on adjacent properties and it was felt that the full merits or otherwise of the project could not be determined without a more detailed study of all the options available.

FINANCIAL MATTERS.

8.1    Payment to the External Auditor was approved

8.2   

(a)      The Clerk confirmed that the sum of £4000 had been repaid to the       Public Works Loan Board.

(b)       The Clerk confirmed receipt of the half yearly precept.

HIGHWAYS AND TRANSPORTATION MATTERS

9.1.

The Clerk confirmed that correspondence had been received regarding the state of the road outside and adjacent to the Junction leading to Thwaite Lane, the adjacent cottages and the Village Shop and Post Office.

In effect: there is no financial resource for the radical restructuring needed to make safe the road at this location. It is promised that some limited

re-surfacing will take place in the 2012 / 2013 season.

COMMUTED SUMS.

The Parish Council wished to express its gratitude to Cllr Sutterby for her work on this matter. Further; the Chairman directed that this be recorded in the minutes of the meeting. By her diligence all those organisations able to benefit from an available commuted sum are now processing their applications and it is certain that when all works are complete there will be significant benefit to the village as a whole. 

Cllr Sutterby will with the authority of the PC to liaise with the Clerk to complete works directly within the remit of the Parish Council.
